The purpose of the present invention is to provide a water-in-oil type emulsion cosmetic material in which a decrease in viscosity is not caused to occur even when a large quantity of perfume is blended therein and which exhibits excellent stability. The present invention relates to a water-in-oil type emulsion cosmetic material which contains (a) 5-15 mass% of perfume, (b) 1.5-3 mass% of dimethyldistearyl ammonium hectorite and (c) a non-ionic surfactant, wherein the non-ionic surfactant (c): contains 2-10 mass% of (c1) a polyether-modified silicone having a hydrocarbon branch chain having 12-22 carbon atoms; and may contain no more than 10 mass% of (c2) a polyether-modified silicone not having an alkyl chain. The ratio of the overall blending quantity of component (c1) and component (c2) relative to component (b) is 2 or higher, the ratio of the overall blending quantity of component (c1) and component (c2) relative to component (a) is 0.8 or higher, the overall blending quantity of component (c1) and component (c2) is 4 mass% or more, the ratio of the blending quantity of component (c1) relative to that of component (c2) is 0.8 or higher, and the rheometer hardness of the cosmetic material is 6 or higher. La présente invention vise à fournir une matière cosmétique à émulsion de type eau-dans-huile, dans laquelle une diminution de viscosité n'est pas amenée à se produire même lorsqu'une grande quantité de parfum est mélangée dans cette dernière, et qui présente une excellente stabilité. La présente invention concerne une matière cosmétique à émulsion de type eau-dans-huile qui contient (a) 5 à 15 % en poids de parfum, (b) 1,5 à 3 % en masse d'hectorite de diméthyldistéaryl ammonium, et (c) un tensioactif non-ionique, le tensioactif non-ionique (c) : contenant 2 à 10 % en masse (c1) d'une silicone modifiée par polyéther ayant une chaîne ramifiée hydrocarbonée ayant 12 à 22 atomes de carbone ; et ne pouvant pas contenir plus de 10 % en masse (c2) d'une silicone modifiée par polyéther sans chaîne alkyle.
