Provided are a coil manufacturing method and a coil manufacturing apparatus, whereby productivity can be improved. This coil manufacturing method is provided with: a feeding step for feeding a winding wire from a drum that has taken up the winding wire having a conductor, an insulating film covering the conductor, and a mark indicating a failure part of the insulating film; a winding step for forming a coil by winding the winding wire thus fed; and an inspection step for inspecting the failure part of the winding wire. The inspection step has: a mark detection step for detecting the mark; and a failure part cutting step for cutting the winding wire at a position corresponding to the failure part on the basis of the mark detected in the mark detection step.
