A sensor (2) is provided in a room (300) in the residence (200) of a person being managed (100), and outputs a detection signal corresponding to the activity of the person being managed (100) in the room (300). A gateway device (3) is provided in the residence (200), and transmits data corresponding to the detection signal output from the sensor (2). A management device (4) is provided in a location remote from the residence (200), and receives the data transmitted from the gateway device (3). A terminal device (5) is capable of communicating with the management device (4), and is capable of presenting information to an observer (150) who is different from the person being managed (100). An index generating unit (41) of the management device (4) generates an index corresponding to the state of activity of the person being managed (100) in the room (300) by accumulating, over time, the received data. A transmission unit (42) of the management device (4) transmits management information including said index to the terminal device (5).
