A soil condition improving device comprises a hollow annular body (1). A plurality of raised-ridge elements (2) is disposed on the periphery of the hollow annular body (1). Each raised-ridge element (2) outward extends to form multiple raised peaks (3) disposed at intervals, and the raised peak (3) can extend into a pit (8) when the pit is formed by using the raised-ridge element (2) on a soil surface, so as to further form a concave hole (6), and the concave hole (6) can enable the soil surface not to be compacted, further facilitating keeping of water permeability of the soil.
