The purpose of the present invention is to contribute to faster path switching in an integrated control network. The control device is provided with: a first control information generation unit for generating first control information for transfering packets over a first path to a transfer device targeted for control; a second control information generation unit for generating second control information for transferring a packet group containing a target packets of the first control information, doing so over a second path different from the first path, to the transfer device targeted for control; and a transfer control unit for setting the priority of the second control information to one higher than that of the first control information in the transfer device targeted for control, and instructing the transfer device targeted for control to delete the second control information, to thereby bring about switching of the transfer path of packets suited to at least the first control information. La présente invention a pour but de contribuer à une commutation de chemin plus rapide dans un réseau de commande intégré. Le dispositif de commande comporte : une unité de génération de premières informations de commande pour générer des premières informations de commande pour transférer des paquets sur un premier chemin à un dispositif de transfert ciblé pour une commande ; une unité de génération de secondes informations de commande pour générer des secondes informations de commande pour transférer un groupe de paquets contenant des paquets cibles des premières informations de commande, ce faisant sur un second chemin différent du premier chemin, au dispositif de transfert ciblé pour une commande ; et une unité de commande de transfert pour régler la priorité des secondes informations de commande à une priorité supérieure à celle des premières informations de commande dans le dispositif de transfert ciblé pour une commande, et donner l'instruction au dispositif de transfert ciblé pour une commande de supprimer les secondes informations de commande, pour permettre ainsi d'entraîner la commutation du chemin de transfert de paquets approprié pour au moins les premières informations de commande.
