The purpose of the present invention is to provide: a polishing pad which exhibits high water absorption and is still capable of maintaining high dimensional stability upon absorption of moisture or water, and which does not easily cause scratches on a surface to be polished of an object to be polished; and a method for producing the polishing pad. A polishing pad which has a polishing layer that is formed of a polyurethane foam having fine cells, and which is characterized in that: the polyurethane foam contains (1) an isocyanate-terminated prepolymer (A) that is obtained by reacting a prepolymer starting material composition (A') which contains an isocyanate monomer, a high molecular weight polyol (a) and a low molecular weight polyol, (2) an isocyanate-terminated prepolymer (B) that is obtained by reacting a prepolymer starting material composition (B') which contains a polymerized diisocyanate and a high molecular weight polyol (b), and (3) a reaction hardened product of a polyurethane starting material composition which contains a chain extender; and the polymerized diisocyanate contains pentamers or higher oligomers in an amount of 40% by weight or less. L'objet de la présente invention consiste à proposer : un tampon de polissage qui montre une absorption d'eau élevée et est quand même capable de conserver une importante stabilité dimensionnelle lors de l'absorption d'humidité ou d'eau, et qui ne cause pas facilement de rayures sur une surface à polir d'un objet à polir ; et un procédé de fabrication du tampon de polissage. L'invention concerne un tampon de polissage qui possède une couche de polissage qui est formée d'une mousse de polyuréthane possédant de fines cellules, et qui est caractérisé en ce que : la mousse de polyuréthane contient (1) un prépolymère à terminaison isocyanate (A) qui est obtenu par la réaction d'une composition de matériau de départ de prépolymère (A') qui contient un monomère isocyanate, un polyol de poids moléculaire élevé (a) et un polyol de faible poids moléculaire, (2) un prépolymère à terminaison isocyanate (B) qui est obtenu par la réaction d'une composition de matériau de départ de prépolymère (B') qui contient un di-isocyanate polymérisé et un polyol de poids moléculaire élevé (b), et (3) un produit réactionnel durci d'une composition de matériau de départ de polyuréthane qui contient un allongeur de chaîne ; et le di-isocyanate polymérisé contient des pentamères ou des oligomères de poids supérieur en une quantité inférieure ou égale à 40 % en poids.
