In order to provide a highly-efficient small cell radio access specialized for small cells, a communication system is provided with a macro base station device (30) which forms a macro cell, and a plurality of local base station devices each of which is connected to the macro base station device (30) via a communication link and forms a small cell in the macro cell. The macro base station device (30) or the local base station device assigns a signal to be transmitted/received by a small cell to a specific radio resource, transmits the signal, and notifies a mobile terminal device of identification information by which the radio resource to which the signal to be transmitted/received by the small cell is assigned can be identified.
