The present invention relates to a method for controlling congestion of a mobility management entity (MME) in a mobile communication system, including: a receiving step of receiving a mobility management request signal from a terminal having a connection with a packet data network (PDN) for at least one access point name (APN); a determining step of determining whether the APN is in a congestion state; and a rejecting step of rejecting the mobility management request when determining the congestion state. La présente invention concerne un procédé permettant de maîtriser la congestion d'une entité de gestion de mobilité (MME) dans un système de communication mobile, ledit procédé comprenant : une étape de réception qui consiste à recevoir un signal de demande de gestion de mobilité provenant d'un terminal ayant une connexion à un réseau de données par paquets (PDN) pour au moins un nom de point d'accès (APN); une étape de détermination qui consiste à déterminer si l'APN est dans un état de congestion; et une étape de rejet qui consiste à rejeter la demande de gestion de mobilité s'il est déterminé que l'APN est en état de congestion.
