A binder for jet printing inks which comprises (A) a polysiloxane, (B) a polyurethane that contains hydrophilic groups, and (C) a water-based medium, characterized in that the polysiloxane (A) and the polyurethane (B) together form composite resin particles, and the polysiloxane (A) is thus dispersed in the water-based medium (C) by virtue of the polyurethane (B); jet printing inks; and printed matter.
