In order to restrain an article, which is being wound up when an article push-in member (33) retreats to a retreat position, from being scattered to the outside even when an clearance exists between the shoot (2) of a metering device and a vertical packing device, the vertical packing device has a tube (22) and a cover (18). The tube (22) is arranged below the shoot (2) through a clearance. The article push-in member (33) pushes the article downward when the distal end portion (33a) advances from the retreat position (P1) in the vicinity of the clearance to an advance position (P2) in the tube (22). The cover (18) has a slit which the article push-in member (33) penetrates and covers the clearance from the outside.
