A diaphragm is provided in a pump case and defines a pump chamber. A rocking body has a cavity and a circular tube section that communicates with the pump chamber. A shaft member connects a rotating body and the rocking body such that the diaphragm is deformed in order to change the volume of the pump chamber, and the shaft member can operate to convert rotational motion of the rotating body into rocking motion of the rocking body. An installation member projects from the lower part of the diaphragm. The installation member is constructed so that it can be pressed toward the pump chamber when the rocking body rocks.
