Provided is a mobile terminal management system which can rapidly decide whether a mobile terminal is to execute a PMIP operation or a CMIP operation in accordance with a network administrator.A PMIP client (A) and a PMIP client (B) have: a function to decide whether the mobile terminal is to execute the PMIP operation or the CMIP operation in accordance with terminal capability request information transmitted from a mobile terminal and a policy acquired from a policy accumulation server; and a function to transmit terminal operation control information which can control operation of the mobile terminal and IP setting information required upon decision whether the mobile terminal is to execute the PMIP operation or the CMIP operation. The mobile terminal has a function to transmit to the network, a report containing a use request of the CMIP function in accordance with the terminal side policy such as the user setting and service contents upon connection to the access network or upon a handover. Un client PMIP (A) et un client PMIP (B) ont : la fonction de décider si ou non le terminal mobile doit exécuter ou non l'opération PMIP ou l'opération CMIP conformément aux informations de requête d'aptitude de terminal transmises à partir d'un terminal mobile et à une politique acquise à partir d'un serveur d'accumulation de politiques ; et la fonction de transmettre des informations de fonctionnement de terminal qui peuvent commander le fonctionnement du terminal mobile et des informations de réglage IP requises lors de la décision du point de savoir si ou non le terminal mobile doit exécuter l'opération PMIP ou l'opération CMIP. Le terminal mobile a la fonction de transmettre au réseau, un rapport contenant une requête d'utilisation de la fonction CMIP conformément à la politique côté terminal, tel que le réglage utilisateur et les contenus de service lors de la connexion au réseau d'accès ou lors d'un transfert.
