This makes it possible for a functional test of the bypass control system to be conducted before it is attached to the throttle body, enhancing productivity. Cette invention se rapporte à un régulateur de régime d'aspiration de moteur, comprenant un bloc de commande, qui est joint à un corps d'étrangleur (17) et avec lequel un coupleur (80) est formé solidaire, une soupape de dérivation (35), des capteurs (64, 73, 76) et un actuateur (39). Le bloc de commande (28) comporte une unité de commande électronique (84) disposée sur sa surface terminale externe. Un couvercle (101) est fixé au bloc de commande (28) pour recouvrir l'unité de commande électronique (84) et une résine synthétique (103) est encapsulée dans ce couvercle (101) de façon à envelopper l'unité de commande électronique (84), la partie de fixation du couvercle (101) étant fermée hermétiquement. Cette structure permet d'effectuer un test fonctionnel du système de commande de dérivation, avant que celui-ci soit fixé au corps de l'étrangleur, améliorant ainsi la productivité.
