Summary:A cosmetic composition and salicylic acid delivery system includes membrane lipid bylayers formed as liposomes and un-neutralized salicylic acid localized within the lipidic bylayers of the liposomes. Other cosmetic ingredients may be located either within the membrane compartment or in either the external or internal aqueous compartments relative the liposomal bylayers. The composition also includes an organic, water-soluble membrane-impermeant base and water.
