A pressurized solution of a material with a dissolved gas is maintained and dispensed in a system that allows the material can be dispensed as a foam at any location. The material/gas solution is maintained under pressure in the container to avoid premature foaming of the solution by the maintaining force on the movable member. The force can be provided in various ways, including the use of a predetermined amount of fluid in the container on the other side of the movable member from the chamber or the use of an external source of pressurized fluid. The material/gas solution is discharged from the container and dispensed using a gun to atmospheric pressure to release the gas and form a foam.
