Summary:A method includes: receiving, by a first network control device, CoMP pre-scheduling requests respectively corresponding to at least one edge cell and a first edge cell that is adjacent to the at least one edge cell and that belongs to another CoMP cluster; when determining, based on the CoMP pre-scheduling requests, that the at least one edge cell has a second edge cell meeting a preset condition with the first edge cell, sending an inter-cluster pre-scheduling request to a second network control device; and instructing the second network control device to assign a first coordination cell set including the first edge cell and the second edge cell.
