Summary:An illuminating panel includes a light source layer comprising a plurality of light-emitting components, a conductive layer disposed over a light-emitting side of the light source layer, and an insulating layer sandwiched between the light source layer and the conductive layer. The conductive layer comprises signal lines, each configured to drive emission of lights from the light-emitting components, and further comprises a light-shielding portion, configured to block one portion of the lights from the light source layer from passing therethrough. The light-emitting components are configured such that those unshielded or partially shielded by the light-shielding portion is electrically coupled to one signal line to emit lights, and those completely shielded by light-shielding portion is not electrically coupled to the signal lines and thus not able to emit lights. A lighting device containing an illuminating panel is further disclosed herein.
