The electrode includes a substrate 202, a first layer 204 which is positioned to be in contact with the substrate and which includes TiOx and an electronically conductive oxide, a second layer 206 which is positioned to be in contact with the first layer and which includes TiOx and an oxide having oxidation durability to an electrolyte, and a third layer 208 which is positioned to be in contact with the second layer and the electrolyte and which includes TiOx and an oxide oxidizing the electrolyte.
