A system and a method are provided. The system includes a processor and a computer-readable storage medium storing a set of instructions for determining a route of a public transportation service. When executing the set of instructions, the processor is directed to: obtain demand information of one or more transportation services from a plurality of passengers, the demand information of each of the plurality of passengers including a start and a destination; determine a plurality of preliminary stop areas based on the plurality of starts and the plurality of destinations; determine at least one preliminary route passing through the plurality of preliminary stop areas; for each of the at least one preliminary route, determine a matching degree between the preliminary route and an existing route; determine whether the matching degree between the preliminary route and the existing route is larger than a first threshold; and when the matching degree is smaller than the first threshold, determine the preliminary route as a candidate route.
