Summary:A transparent composite substrate according to the present invention includes a composite layer containing a glass cloth formed of an assembly of glass fibers and a resin material impregnated in the glass cloth. The assembly of the glass fibers itself has a variation in a refractive index and a difference between a maximum value and a minimum value of the refractive index is equal to or less than 0.008. According to the present invention, it is possible to provide a transparent composite substrate having superior optical characteristic and a high-reliable display element substrate having the transparent composite substrate. Further, in a case where the glass cloth is a glass woven cloth obtained by weaving at least one first fiber bundle formed by bundling the plurality of glass fibers and at least one second fiber bundle formed by bundling the plurality of glass fibers, it is preferred that a ratio of a first percentage of the glass fibers occupying in a cross section of the first fiber bundle per unit width with respect to a second percentage of the glass fibers occupying in a cross section of the second fiber bundle per unit width is in the range of 1.04 to 1.40.
