In addition, a wireless telecommunication system is described herein which includes an access node (e.g., BSC, RNC), and one or more radio sites (e.g., BTSs), wherein an access terminal is located within a radio coverage area of one of the radio sites, and wherein the access node is configured to implement a traffic allocation technique and is further configured to improve a success rate of a connection setup for the access terminal.
