Summary:A personal care composition comprising a hydrophilic benefit active, a multi-wetting material, and an aqueous phase, wherein the hydrophilic benefit active may be a hydrophilic solid or a hydrophilic liquid with a structurant, wherein the multi-wetting material and the hydrophilic benefit active form a multi-wetting phase. These compositions provide improved skin and/or hair moisturization, appearance, aesthetics and skin and/or hair conditioning during and/or after application, and are useful in providing improved deposition to the desired area of the skin and/or hair. The present invention is further directed to a method of using the personal care composition.
