The pigment formulation is powdery and comprises resin and pigment as dispersed in the resin matrix, the resin being composed of a copolymer comprising polymerizable unsaturated monomer units having at least one kind of functional groups selected from tertiary amino, quaternary ammonium salt and sulfo groups and other ethylenically unsaturated monomer units, and having a glass transition temperature within a range of 40-150° C.
