The penetration-resistant insole includes a top layer, a middle layer and a bottom layer, wherein the middle layer is disposed between the top layer and the bottom layer, and the middle layer includes a main body composed of overlapped and cross-braided polyamide fibers. The penetration-resistant rain boot includes a rain boot body and the above-mentioned penetration-resistant insole, and the penetration-resistant insole is disposed inside the rain boot body and on a bottom of the rain boot body. With the structure of the top layer, the middle layer and the bottom layer of the penetration-resistant insole, a penetration-resistant function can be achieved.
