An active notification system for accurate and instant road construction and a method thereof are provided. License plate information is received by vehicle parking recognition device from on board diagnostics to provide to road control server when vehicle parked in parking lot is identified. Construction date information and road section information are provided to road control server from construction unit installation. License plate information is inquired according to system date information during notification period and notification record information is not notified. Contact information is inquired based on license plate information by supervision server. Construction date information and road section information are provided to driver device from supervision server through contact information. Therefore, the efficiency of active notification for accurate and instant road construction may be achieved.
