Summary:A dynamic flood forecasting and warning system comprises a liquid level gauge, a database, a simulating platform and a forecasting platform is disclosed. The database stores historical data and real-time data of an area. The liquid level gauge measures the area according to a sampling frequency and generates measuring data where comprising water level of the area, and the sampling frequency changes according to water level variation. The simulating platform executes simulation based on the historical data, the real-time data and the measuring data, and generates corresponding simulation prediction data. The forecasting platform receives the simulation prediction data for flood forecasting, and outputs warning message when the water level of the area is forecasted beyond a warning threshold.
