The present invention is about zwitterionic polymer and method of making the same, in which the zwitterionic polymer is produced by subjecting a monomer having anchoring moiety and a monomer having zwitterionic moiety or a pseudo-zwitterionic moiety to a polymerization, a precipitation process and a vacuum drying process. By controlling the particle size of the polymer precipitation and the temperature of the vacuum drying process, the amount of residual liquid of the zwitterionic polymer can be reduced effectively, so that the product made from the zwitterionic polymer with subsequent processing can have an antibacterial property.
