The present invention is a flood identification and early warning system, which comprises: an image capture device configured to capture an environmental image; a streaming data processing device configured to real-time process the environmental image transmitted by the image capture device ; and an artificial intelligence processing device configured to determine, based on one or more image features, whether a flooding event has occurred in a geographical area corresponding to the processed environmental image transmitted by the streaming data processing device. Among them, the image capture device, the streaming data processing device and the artificial intelligence processing device are electrically connected to each other. The one or more image features include a virtual water level measuring element that can measure the flooding height of one or more fixed objects in the environmental image.
