Summary:An optical circuit substrate according to the present disclosure includes a wiring substrate with an upper surface and an optical waveguide. The wiring substrate has a mounting area for optical element at a part of the upper surface. The optical waveguide is such positioned as to be adjacent to the mounting area for optical element on the wiring substrate, and the optical waveguide includes a lower clad, a core for optical waveguide, and an upper clad from the upper surface side of the wiring substrate. At least one pedestal formed of the same material as the lower clad is positioned such that at least a portion of the pedestal overlaps with the mounting area.
