The present invention provides a suspended and submerged plant cultivation power generation system, which includes a first container capable of containing a predetermined amount of water; and a second container capable of containing a predetermined amount of medium, wherein the second container is disposed in the first container, the bottom of the second container is immersed in the water contained in the first container, and the plane where the highest point of the medium is disposed is higher than the horizontal plane of the water, so as to use the medium disposed within the range of the height difference between the aforementioned two planes as the medium required for planting.
