The determining unit (13) determines whether it is necessary to collect data base on the attributes specified by the specifying unit (12). The collecting unit (14) collects specific data from the elevator (3) when the determining unit (13) determines that it is necessary to collect data. The predicting unit (15) predicts failures that will occurs in the elevator (3) based on the data collected by the collecting unit (14).
