This invention provides an arrival time estimating system and method applied to the national highway passenger transportation. By using the arrival time estimating system, location information and arrival/leaving information of a passenger service vehicle are acquired from a vehicle-mounted mobile device, an external traffic database is connected to acquire dynamic information of a section of the national highway, historical data of the location information and arrival/leaving information are analyzed to provide statistical information of travel time, the highway condition grade of the national highway section for the passenger service vehicle to travel and the statistical information of travel time are acquired according to the location information to provide estimated arrival time of the passenger service vehicle, and the estimated arrival time is recalculated under the change of a congestion section included by the national highway section to provide more precise estimated arrival time for a user.
