Summary:A titanium dioxide photocatalyst comprises a core, and a skin covering thereon. There are part of titanium atoms substituted by dopants, where dopants are selected from transition metals and elements of group 5A. After surface decoration by dopants, reaction activity of the photocatalysts is increased and therefore converts carbon dioxide to renewable energy.
