A method of manufacturing a packaging bag comprises the following steps: preparing an elongated material strip, which has a hollow shape and defines a first long side edge and a second long side edge; hot melting the material strip to form two elongated sealing portions that are spaced from each other, and each elongated sealing portion is connected between the first and second long side edges; folding the material strip so as to form, in between the first and second elongated side edges, three fold lines spaced from each other, and the extending direction of each fold line is the same as the extending direction of the first and second long side edges, so that the material strip is formed of a four folded strip body with four stacked pieces; in the middle of each elongated sealing portion, forming an elongated tear-off line that extends along the longitudinal extending direction of each elongated sealing portion; and forming on the folded strip body of the material strip a segmentation tear-off line located i
