Summary:This invention provides O/W emulsion compositions having an inorganic powder and an organic ultraviolet absorber blended therein and having excellent preparation stability. An O/W emulsion composition of this invention includes the following first oil phase and second oil phase respectively independently dispersed in water phase as emulsion particles: (i) a first oil phase containing an organic ultraviolet absorber, having an average particle diameter of 700 nm or lower, (ii) a second oil phase containing silicone oil, and having a hydrophobicized inorganic powder dispersed therein.
