The present invention provides a backlight panel device and an OLED structure thereof, which comprises plural OLEDs arranged in a matrix on a substrate, a control circuit board controlling light-emitting status of the plural OLEDs into a bright-spot region and a non-bright-spot region. An organic color-compensation layer is disposed on this OLED to increase the color saturation when the white OLED emits light. By the control of the control circuit board, the backlight panel device of the present invention can achieve the power-saving effect. Also, because an organic color-compensation layer is disposed in the white OLED structure, the color saturation is high when the backlight panel emits light.
