Summary:In a vacuum atmosphere, at least either of a front face substrate (11) and a rear face substrate, and process electrodes (34) are opposed to each other, and an electric field is applied between at least either of the substrates and the process electrodes so as to process the substrates in the electric field. After the electric field processing, the front face substrate and the rear face substrate are sealed to each other with the substrates kept in a vacuum atmosphere, so that an external atmosphere is formed.
