The oxide layer comprises components (3,4) with different composition and different structure which consists of single phase oxide of metal element or solid solution of 2 or more metal oxides. The cutting tool insert comprises a material of cemented carbide, cermet, ceramics, cubic boron nitride or high speed steel on the functioning portion of surface, and a thin, adherent, hard and wear resistant coating. The coating comprises plasma vapor deposited layer of metal oxide or composite oxide. The metal atom of metal oxide is titanium, niobium, vanadium, molybdenum, zirconium, chromium, aluminum, hafnium, tantalum, yttrium or silicon. The oxide layer has thickness of 0.2-20 mu m, and comprises components (3,4) with different composition and different structure which consists of single phase oxide of metal element or solid solution of 2 or more metal oxides.
