Summary:A decoding apparatus for an image decoding is configured to receive (S1810) image information including prediction information, information on a tile (610, 620) and information on a slice, wherein the tile (610, 620) is a rectangular region including a specific number of largest coding units (LCUs) within a particular tile column and a particular tile row based on information related to tile column width and tile row height included in the image information, and the slice comprises an integer number of largest coding units (LCUs); derive (S1820) the tile (610, 620) and the slice in a current picture (300; 400; 500; 1110; 1210; 1410) based on the received image information, wherein the current picture (300; 400; 500; 1110; 1210; 1410) includes more than one tile (610, 620) and more than one slice; derive prediction samples for the more than one tiles (610, 620) and the more than one slices by performing prediction based on the prediction information; and reconstruct the current picture based on the prediction samples for the more than one tiles (610, 620) and the more than one slices.Plural coding units (CUs) are divided from a largest coding unit (LCU). The following constraints are imposed:- the largest coding units (LCUs) in the slice are ordered consecutively in tile scan order,- in the tile scan order, largest coding units (LCUs) in each of the tiles (610, 620) in the slice are ordered in the raster scan order in the each of the tiles (610, 620), and the tiles (610, 620) in the slice are ordered in the raster scan order,- the slice includes an integer number of tiles, and- tile IDs specifying the tiles (610, 620) ordered in the slice are consecutive.
