TRACKING A REFERENCE PICTURE BASED ON A DESIGNATED PICTURE ON AN ELECTRONIC DEVICE

A method for tracking a reference picture on a decoder is proposed. A modification of buffer description which includes "wrapped POC" and a poc cycle to signal long term pictures is introduced to reduce overhead of referencing pictures.
