Summary:A method, by a high-level Self-Organizing Network, SON, function in a hierarchical structure of SON functions in a network, of interaction with two or more lower-level SON functions within the hierarchical structure is presented, wherein the lower-level SON functions operate in different cells. The method comprises receiving, from the two or more lower-level SON functions, information regarding network conditions or subscriber activity, the information including the identity of the two or more lower-level SON functions; analyzing the information received from the two or more lower-level SON functions, including considering distributed load balancing actions made by the lower-level SON functions; and performing one or more centralized load balancing actions to optimize the network in response to the information analysis. The high-level SON function is situated at a Network Manager, NM, and operates to optimize the overall network, and the two or more lower-level SON functions are situated at each Network Element, NE, to locally optimize the NE under the control and direction of the high-level SON function.
