The present invention relates to a valve assembly (500) for discharging air which selectively discharges air and a hydraulic fluid (F), and to a hydraulic actuator (10) for a power plant, having the valve assembly (500). The valve assembly (500) for discharging air according to the present invention comprises: a valve body (510) having an entry and exit passage (520) through which a hydraulic fluid (F) flows in and out, and a discharge passage (530) for discharging, to the outside, air and the hydraulic fluid (F) which have been introduced through the entry and exit passage (520); a spherical valve spool (550) disposed in the valve body (510) and reciprocating so as to selectively discharge the air and the hydraulic fluid (F) in accordance with the hydraulic fluid (F) flowing into and out of the valve body (510); and a throttling part (580) formed to have a gap (C) between the valve body (510) and the spherical valve spool (550) and throttling the hydraulic fluid (F) flowing through the gap (C).
