This application discloses a successful handover report SHR generation method and apparatus, a terminal, and a medium. The SHR generation method according to an embodiment of this application includes: receiving, by a UE, SHR trigger information configured by a network-side device, where the trigger information is used for at least one of the following: enabling an SHR and setting an SHR trigger condition, and the trigger information contains a target time parameter for SHR generation; and configuring, by the UE, a target timer based on the target time parameter and generating a target SHR in a case that the target timer expires; where a timing start point of the target timer is trigger time of a target event corresponding to the target SHR.
