본 발명은 통신 기술분야에 속하는 위상 시프터 및 안테나를 제공한다. 본 발명의 위상 시프터는 대향으로 설치된 제1 기판 및 제2 기판, 및 제1 기판과 제2 기판 사이에 설치된 제1 유전체층을 포함하되; 상기 제1 기판은 제1 기저부, 및 제1 기저부에서 상기 제1 유전체층에 가까운 일측에 설치된 전송선을 포함하고; 상기 제2 기판은 제2 기저부, 및 제2 기저부에서 제1 유전체층에 가까운 일측에 설치된 기준 전극을 포함하며, 상기 제1 기저부에서 상기 기준 전극과 상기 전송선의 직교 투영은 적어도 부분적으로 중첩되고; 여기서 상기 기준 전극에는 제1 개구가 설치되며, 제1 방향에서 상기 제1 개구의 길이는 상기 전송선의 선폭보다 작지 않다. The present disclosure provides a phase shifter and antenna, belongs to the field of communication technology. The phase shifter includes a first substrate, a second substrate and a first dielectric layer between the first substrate and the second substrate. The first substrate includes: a first base substrate and a transmission line on a side of the first base substrate proximal to the first dielectric layer. The second substrate includes: a second base substrate and a reference electrode on a side of the second substrate proximal to the first dielectric layer. An orthographic projection of the reference electrode on the first base substrate at least partially overlaps an orthographic projection of the transmission line on the first base substrate. The reference electrode is provided with a first opening therein, and a length of the first opening along the first direction is not less than a line width of the transmission line.
