A water meter with a freeze prevention structure according to one embodiment of the present invention includes: a main body case including a water supply pipe and a drain pipe and an opening therebetween that opens upwardly and communicates with the internal space; a lower outer body disposed inwardly of the opening and including a columnar wall; a counting device disposed in the wall of the lower outer body and connected to an impeller to count the flow between the water supply pipe and the drain pipe; an upper outer body disposed on the upper side of the opening; and a cover hermetically coupled to the upper outer body. The upper outer body is detachably coupled to the opening at its lower end and surrounds the counting device on its inside. The upper outer body includes an enlarged diameter part on which a portion of a side surface extends radially outward. The inner peripheral surface of the enlarged diameter part forms an annular expansion space spaced apart from the lower inner body or the counting device by a predetermined distance.
