The present invention relates to a portable cold and hot water machine using a Peltier element. More particularly, the present invention relates to a water heater that heats or cools beverages using a Peltier element, making it light and small in volume, making it easy to carry and conveniently used outdoors. According to the present invention, the portable cold and hot water machine using a Peltier element comprises: a main body with a hollow interior and an open top to accommodate a beverage; a cap coupled to the top of the main body; a skirt portion formed to extend a certain length from a lower part of the main body; a Peltier element for heating or cooling the beverage contained within the main body; a heat sink coupled to the Peltier element to absorb heat generated from the Peltier element; a fan portion installed inside the skirt portion to exchange heat emitted from the heat sink with air; a power supply portion for supplying power to the Peltier element and the fan portion; a temperature sensor installed in the main body to measure the temperature of the beverage contained within the main body; a handle installed on an outer surface of the main body; and an insulating cover coupled to surround the outer surface of the main body. 본 발명은 펠티어 소자를 이용한 휴대용 냉온수기에 관한 것으로서, 더욱 상세하게는 펠티어 소자를 이용하여 음료를 가열하거나 냉각시킴으로써 가볍고 부피가 작아 휴대가 용이하여 야외에서 편리하게 사용할 수 있는 냉온수기에 관한 것이다.
