Embodiments of the present disclosure relate to an organic light emitting display device and an organic light emitting display panel and, more specifically, to an organic light emitting display device, which includes: a color filter disposed on a substrate and overlapping a light emitting region; a first insulating layer disposed on the color filter; a first active layer disposed on the first insulating layer; a gate electrode disposed on a portion of an upper surface of the first active layer; a second insulating layer disposed on the first active layer and the gate electrode and including a hole exposing the portion of the upper surface of the first active layer; a bank disposed on the second insulating layer and including an opening overlapping the hole of the second insulating layer; an organic layer disposed on the bank and the portion of the upper surface of the first active layer; and a cathode disposed on the organic layer.
