Summary:Provided are a cover layer structure for minimizing air inflow into a landfill and emission of landfill gas into an atmosphere in a hot spot area of a waste landfill where a large amount of landfill gas which can minimize harmful substances emitted into the atmosphere is emitted, and a construction method thereof. The cover layer structure comprises: a gas transfer layer which covers an upper part of a waste layer located in a hot spot formation area of a waste landfill to collect landfill gas from the waste layer; a blocking layer which covers the gas transfer layer to block upward leakage of the landfill gas; an adsorption layer which is formed to surround an outer periphery of the blocking layer installed on the upper part of the waste layer to adsorb volatile organic compounds (VOCs) and malodorous substances in the landfill gas; and a cover layer which covers the blocking layer and the adsorption layer, wherein a slope part is formed at an outermost edge of the blocking layer between the gas transfer layer and the adsorption layer and has a length that is longer than a thickness of the cover layer, thereby suppressing oxygen inflow into the atmosphere. 대기 중 방출되는 유해물질을 최소화할 수 있는 매립가스가 다량 표면 발산되는 폐기물매립장의 핫 스팟 형성지역에서 매립가스의 대기중 방출과 매립장 내부 공기 유입 최소화를 위한 복토층 구조 및 그 시공 방법이 제공된다. 복토층 구조는 폐기물매립장 핫 스팟 형성 지역에 위치하는 폐기물층의 상부를 덮어 상기 폐기물층으로부터의 매립가스를 포집하는 가스이동층; 상기 가스이동층을 덮어 상기 매립가스의 상향 누출을 차단하는 차단층; 상기 폐기물층의 상부에 설치된 상기 차단층의 바깥 둘레를 둘러싸도록 형성되어 상기 매립가스 중 휘발성유기화합물(VOC) 및 악취 물질을 흡착하는 흡착층; 및 상기 차단층 및 상기 흡착층을 덮는 복토층을 포함하며, 상기 차단층의 최외측 가장자리에는 상기 가스이동층과 상기 흡착층 사이에 위치하고 상기 복토층의 두께보다 더 길게 사면부가 형성되어 매립장 내부로의 대기중 산소 유입을 억제한다.
