The present invention relates to a flag rotating device installed on a flagpole for hoisting a national flag or various flags, which rotates a flag along a flagpole without sagging in a hanging state, facilitates installation of a flag at half-mast, and facilitates installation of a banner. According to the present invention, the flag rotating device comprises a fixing rod having a support step formed on the outer side of the lower part, and a support rotating member is inserted into the fixing rod wherein the lower side of the support rotating member is supported by the support step. The support step is formed on the upper outer side of the support rotating member and has a shape gradually rounded toward the lower side. The upper side of the fixing rod is inserted into the lower side of an insertion device having a separation prevention step formed therein, a rotating device is inserted into the insertion device to be inserted between the separation prevention step and the support step. The rotary device is formed so that a cylindrical hanging rotating device having a hanging device formed therein is inserted into the outside of a cylindrical coupling device with a vertical cutout formed therein, and an insertion hole, into which a banner hanger is inserted, is formed on the lower side of the insertion device, into which a flagpole is inserted. 본 발명은 국기 또는 각종 깃발을 게양하는 깃대에 설치되는 깃발 회전장치에 관한 것으로, 깃발이 걸린 상태에서 쳐지지 않은 상태로 깃대를 따라 회전될 수 있도록 하는 한편 국기를 밑으로 내려서 설치하는 조기의 설치가 용이하며, 배너의 설치가 용이한 것이다. 본 발명은 하부 외측으로 받침턱이 형성된 고정봉을 구비하고, 상기 고정봉에는 받침 회전구를 끼워주되 상기 받침 회전구는 하측이 받침턱에 받쳐지는 한편 상부 외측으로는 받침턱을 형성하되 상기 받침턱은 하측으로 갈수록 라운드 형태로 구성하고, 상기 고정봉의 상측은 이탈 방지턱이 형성된 꼿이구의 하측에 끼워지게 하고, 상기 꼿이구에는 회전장치를 끼워주되 이탈 방지턱과 받침턱 사이에 끼워지게 하고, 상기 회전장치는 수직으로 절개부가 형성된 원통형의 결합구에 걸음구가 형성된 원통형의 걸음 회전구가 외측으로 끼워지게 형성하고, 상기 꼿이구에는 깃대봉이 끼워지는 하측으로 배너 걸이구가 끼워지는 끼움구멍을 형성하여 이루어진다.
