A cosmetic composition prepared according to the present invention contains a positively charged oil made of a polydimethylsiloxane (dimethicone)-based compound including one or more amine groups, thereby improving the sustainability of makeup color. The cosmetic composition of the present invention is not harmful to the skin and has effects such as spreadability, color sustainability (less darkening), moisturizing power, pore coverage (no clogging), and cost reduction. In addition, the cosmetic composition of the present invention can maintain uniform color and increase sustainability as pigment dispersibility increases to reduce darkening, thereby providing satisfaction to consumers. Since using no existing dispersants such as fatty acids or fatty alcohols, which are acne-causing ingredients, the cosmetic composition does not irritate the skin and can provide a better dispersion effect than existing pigment dispersions. 본 발명에 따라 제조된 화장료 조성물은 아민기를 하나 이상 포함하는 폴리다이메틸실록세인(다이메티콘, dimethicone)계 화합물로 이루어진 양전하 오일을 함유하여 메이크업 색상 지속력이 향상되는 것을 특징으로 하여, 피부에 유해하지 않으면서 발림성, 색상 지속력(다크닝 적음), 보습력, 모공 커버력(끼임 없음), 원가절감 등의 효과가 있다. 또한, 본 발명에 따른 화장료 조성물은 색소 분산성이 높아짐에 따라 다크닝이 적어 균일한 색상을 유지하고 지속력을 높일 수 있어 소비자에게 만족감을 줄 수 있으며, 기존의 분산제인 여드름 유발성분인 지방산, 지방산 알코올을 사용하지 않기 때문에 피부에 자극을 주지 않고 기존의 색소분산보다 더 나은 분산효과를 줄 수 있다.
